
Jacinta Anyinge
Ms. Jacinta Anyinge is a corporate lawyer with over 15 years’ experience in financial sector regulation, 11 years of which as in-house counsel at the Central Bank of Uganda. Her career focus has been: contract negotiation and drafting; provision of regulatory strategy that identifies and addresses gaps in the financial sector; regulatory policy development; drafting financial sector laws, regulations and guidelines; provision of legal and regulatory advice on financial sector issues, licensing, regulatory compliance; network growth and stakeholder relations.
In carrying out her tasks, Ms. Jacinta has worked with Government, Development Partners, Telecom Industry, Financial Institutions, Payment Service Providers and Operators, Fintechs and Regional Regulators.
Ms. Jacinta is a member of: Alliance For Financial Inclusion (Global Standards Proportionality Working Group), Regulator Knowledge Exchange of the Cambridge Centre for Alternative Finance and Digital Frontiers Association of Uganda and a Facilitator for the East Africa Regulation and Supervision Community of Practice run by the Digital Frontiers Institute. All these Associations promote global network for digital financial services as well as in-country expertise and offer opportunities for knowledge sharing, problem solving, collaboration, innovation, advocacy to drive increased access and usage of digital financial services and increased financial inclusion.
Ms. Jacinta possess a Master of Laws in Corporate and Financial Services Law (National University of Singapore); a Master of Laws in Law and the Global Economy (New York University School of Law); and a Bachelor of Laws Degree (Makerere University Kampala). She is a Fellow From the Macroeconomic and Financial Management Institute of Eastern and Southern Africa (MEFMI Fellow) with a specialisation in Payment System Development. She is currently pursuing a certification as a Digital Finance Practitioner with Digital Frontiers Institute, Cape Town, South Africa.
Ms. Jacinta is married with two children and has impacted the community around her through the voluntary work she is involved in, namely, she is a financial literacy trainer, founder and chairperson of an investment club which has enabled staff members save money to purchase real estate property. Ms. Jacinta is a Sunday School Teacher which role has enabled her to impact positively on the lives of children. She loves to sing, read widely and take nature walks.
